You cannot create a folder in a RP. You can only do that in a Datacenter or Folder.

new-folder -Name "Folder Name" -Server "vCenter Server"  -location "Container Name" (Container value can be only Datacenter, Cluster or a Top-level folder object types)

Hi @truches resource pools do not allow folder creations.
Folders can only be created under the VMs and templates view.
