file system error VCSA6 - unknown command 'shell.set'

I recently had a power failure in my lab running VCSA6 (2 VMs, one for PSC, one for vCenter).

After the power restore the VCSA 6 vCenter VM is running a file system check and failed to run fsck for one of the volumes.

The VCSA halts at an unexpected inconsistency and requires the root password, which I enter.

I am then presented with the usual VCSA CLI suggesting to enable the shell via "shell.set --enabled True" then Launch BASH via the command "shell"

My real question problem is... in this state, I am unable to enable the shell... when entering "shell.set --enabled True" at the Command> line it replies with "Unknown command: 'shell.set'"

Is there another way to enable the shell so that I can run fsck on the volume(s)?

Is there a grub password?
