error installing vcenter server 6.7

I am trying to install VCSA 6.7 on Win2019 Server. I can nslookup both IP and hostname just find. But when I get this error. I downloaded ISO VMware-VIM-all-6.7.0-17138064.iso

Could this be the wrong download?

Issue is resolved. the wrong ISO was being used.
