i seen that when i add a new device to an esx host with vcenter by scanninf the hba controller in device screen appear only one device even if i have 2 paths to the disk in San.Is this because the mpio path on esx is started automatically and create a new device on top of the 2 paths?
Is the best cluster the cluster with fault tolerant feature enabled?

Correct, the device will only be listed once. If you select the paths tab you will see each of the paths to the device.
The best cluster is a cluster configured for the requirements of the cluster.
If all you want is a cluster that will restart VMs on another host in the cluster if a host fails then you only need to enable HA.
If you have VMs that are so important that you cannot even afford for the small amount of downtime required to get the VMs restarted on another host then you may require Fault Tolerance, however HA is sufficient for a lot of people.
