I have added permissions to a group on the cluster level, and selected "propagate to children". I can follow the inheritance down to and including the folder, but on the VM, the permission is not inherited. What can be the cause of this behavior?

VM is not a child object of the cluster. That's the reason that "Propagate to children" is not working here.
