Why can't I reserve all of my cluster capacity?

I can't understand why I'm unable to reserve the entire capacity of my cluster. Here is the screenshot to illustrate my problem:

Why can't I reserve 19,79 Ghz of my cluster?

Hi BaptisteR,

You can reserve the total amount of your cluster by changing the Admission Control Policy however the big question is why do you want to do this? Cannot see a reason why anybody would build a cluster and then not allow any VMs to poweron?
