What is minimum user right to take GuestOS snapshot or SuspendGuestOS to and get .vmsn or .vmss file from datastore for using vmss2core tool ?

I am making procedure to create windows dump file using vmss2core tool from .vmsn or .vmss file.

We plan to leave this procedure to Data Center Operators.

What is minimum user  right to take GuestOS snapshot or SuspendGuestOS to and get  .vmsn or .vmss file from datastore for  using vmss2core tool ?

These operations are required to power on and suspend the VM.

Virtual Machine > Interaction > Power On

Virtual Machine > Interaction > Suspend

These permissions are required to browse the datastore and download the vmss file from the datastore
