Vcenter Server Appliance ssh as root "too many authentication failures"

I'm try to ssh into Vcentre Server Appliance using putty on my PC.
However I'm getting the error "too many authentication failures" on my first attempt.

I'm sure the password I'm using is correct.

Also I'm getting a pre-authentication banner.
Any ideas on how to fix?

It's an ssh problem.

I'm using putty for my ssh and I did a putty -cleanup and all OK.

If you use the -cleanup option it removes all session definitions
