Vcenter 6.5 not starting

I got this error:

503 Service Unavailable (Failed to connect to endpoint: [class Vmacore::Http::NamedPipeServiceSpec:0x0000022b3b67d740] _serverNamespace = / action = Allow _pipeName =\\.\pipe\vmware-vpxd-webserver-pipe)

And I gave it more memory and cpu, 12GB RAM, 8 cores, and after 4-5 restarts I'm not getting anywhere.

I've been waiting for 20 minutes. No, I can't find anything in Event Viewer. All services are running.

What do I do?

Is this a VC with embedded PSC or External?

Can you get to the console and run this on the VC, if any of the services have not started, see if you can start them:

service-control --status --all
