VSphere 6.5 14020092 for Windows, 503 Service Unavailable after Windows User changed

Hello, I installed the VCenterServer 6.5 on a Windows 2016 standard server. It's in a Domain. When i install the vmware Service under the local User it works until I change the User to a Domain administrator. then I get this Message:

503 Service Unavailable (Failed to connect to endpoint: [class Vmacore::Http::LocalServiceSpec:0x000001d47454d440] _serverNamespace = /ui action = Allow _port = 5090)

same when I use the Flash Client (just another Port).

when go back to the Install User, now the website gives me the same Failure.

If I try to stop and restart the vsphere client, I get this message:

Perform start operation. vmon_profile=None, svc_names=['vsphere-client'], include_coreossvcs=False, include_leafossvcs=False

... and when I try to start all Services new, I got several messages like this:

          ......xxx does not seem to be registered with vmon

just a new Installation works.

Please don't even bother with the Windows-based vCenter at this point as it is dead and going away. Instead, deploy the vCenter Server Appliance (vCSA) to an ESXi host.
