So, i find the problem in config file vcdb.properties at vCenter server (c:\programdata\VMware\VMware VirtualCenter\). Have been exposed to the wrong type of database and driver to use - replaced with db2 to mssql... and service start. Thanks to all for silence Heart

Verify port HttpProxyPort used for vCenter Server. (See the registry value for  "HKEY_LOCAL_MACHINE\SOFTWARE\VMware, Inc.\VMware VirtualCenter")

default http: 80 and default https: 443. Windows firewall off at all vCenter servers.
