Unless I'm missing something new, although you may can store VMware Tools on a Content Library, you will not be able to mount that to virtual machines. But, you can follow the approach of create a central shared repository for VMware Tools on a NFS share and then change the advanced setting UserVars.ProductLockerLocation to the location of the shared storage.
