VM Admin role on a VM folder

Hello all,
I hope you can help me. I am getting desperate. I am trying to create a vCenter VM Admin role which only has access to one VM folder. Background: We support a customer and the whole VM infrastructure. But the customer wants to deploy VMs himself and after his approval we move them into the productive folder. From then on, they are also backed up.

What does the VM admin need to be able to do?
- Create a VM on all Datastores with all available port groups
- Provide an OVA template
- Use VM templates
- Create/Delete Snapshots
- Change the VM settings (vCPU, vRAM, VMDK Size, Network etc.)

Stupidly said full admin rights but only for VMs and within this one VM folder.
