VCenter v5.1.0 - Problem generating SNMP traps for VM powered ON/OFF

I am trying to configure Vcenter 5.1 to send snmp traps when a VM powers ON or powers OFF.


I have created an alarm which gets triggered when a VM powers ON or powers OFF -.
When the VM powers "ON", status becomes green i.e normal.
When VM powers "OFF", status becomes yellow i.e warning.
In the actions tab I have defined the action of sending a SNMP trap when status changes from normal to warning and vice-versa.
I have attached screenshots of the alarm settings.

For Vcenter 5.1 a trap is generated when VM powers OFF. However no trap gets generated when VM powers back ON.
For Vcenter 5.0 the same settings work fine and traps are generated when VM is powered ON or powered OFF.

Is this some behavioral change in 5.1 or a bug? or perhaps I have missed some settings for 5.1?
