Can you check the size of the certificate manager file and also please try running the command prompt as administrator and run the certificate manager in that.

In my case, I have VCenter Server and an Externla PSC server.

Glad to know that the issue is resolved.
The first KB 2111219 is used when you wish you replace your default VMware certificates with CA certificates
You can use VMCA (VMware Certificate Authority) which comes by default with vCenter/PSC in 6.x and you can make it as a subordinate CA. For that the certificate template has few extra requirements which are explained in the second KB 2112009
