VCSA Ha Mode lost Primary node

I have two Vcenters 6.7 U3 running in Ha mode

I have

VCSA-1

VCSA-1-Passive

VCSA-1-Witness

VCSA-1 was on a drive that failed  

On on vcenter I have this displayed

I clicked on the REDPLOY button and it asked a few questions like name of VM  which datacenter which esxi host added the networks clicked next and it started to clone  from vcsa-1-passive which is currently the active node.

The process bar went from 0 to 100 in a long while but it completed

During the process I so the new VM was created. 

But at the End of the process it disappeared

I looked on the Datastore and file is not there.

Does the Deploy button really work?  or is there a better way to recreate my HA
