VCSA 6.0U2 external PSC upgrade to 6.5 fails on Component Manager

I've been trying to get my external PSC upgraded from 6.0U2 to 6.5 so I can upgrade my VCSA to 6.5 but when it gets to step 2 (Set up target PSC and start services) it fails with "A problem occured while - Starting VMware Component Manager" and the detail shows this:

Unable to call to Component Manager: Failed to reregister service in Component Manager; url:http://localhost:18090/cm/sdk/?hostid=7ec7038b-973d-44ca-8e9a-035e0bf385f0, id:25f17d93-b583-42e2-974b-9f601f6f8f35

Unable to register Component Manager Service

Resolution

Search for these symptoms in the VMware knowledge base for any known issues and possible workarounds. If none can be found, collect a support bundle and open a support request.

And i've attached the tail end of the cmfirstboot log where it fails, but the key lines seem to be:

i've done some searching and have not been able to come up with a solution, and searching for the GUIDs mentioned return nothing (i'm assuming they are unique to my system?) so i'm turning here. Does anyone have any ideas?
