In offline environments, is the simplest way to do this by simply downloading the patches?
The build number of the current installation is 11726888, which places it well down the list of available patches:

To get from its current patch level to 6.7u2c, do I need to apply each patch in turn, or can some of them be skipped?
You can directly install the 6.7u2c patch on your VC.

How does that work though?
The "VC-6.7.0U2b-Appliance 05/30/2019" patch is over 4GB, whereas the "VC-6.7.0U2c-Appliance-Patch 07/16/2019" patch is less than 2GB. Logic would suggest there is no way all the updates in the U2b patch are incorporated into the U2c patch.
The one which you are referring is not a patch its a setup file. All full patch size is around 2 GB.
