Unable to install VMware vCenter Converter because Error 1935 in Windows 10 x64 1703

It would be good to know a little bit more detail such as the Converter version (6.1 ???) and any error message detail if it is available, about the error 1935. Sometimes it does list out whether there is an error either in VC++ runtime or .NET runtime. That will then point to possible solution.

But i tested installing the older version with the same effect. The Problem is also the same with windows 10 1607
