Storage vMotion is greyed out if VM is power on

I'm using vCenter 6.7 and ESXi 6.7 with vsphere essential license.

When I try to do Storage vMotion, that option is greyed out.
However, if I shutdown the VM, I can do Storage vMotion and also another Migrate option.

Is this a license restriction or any other problem?

It is a licensing problem, the essential does not have the functionality of the vmotion (Storage etc) for powered ON VM.
