Inside Vcenter console and VCSA Management, I just find "administration" but I don't find the rest of your proposal.
For Vcenter console, I used this link :
https://<hostname>.<domain_name>/vsphere-client
and the login is : administrator@<domain_name>
For VCSA Management :
https:///<hostname>.<domain_name>:5480/#/appliance/administration?locale=en
and the login is : root

Please do as follow:
1. Login to your vCenter as administrator
2. Click on your go to Host and Cluster and Click on your vCenter
3. Click Configure and go to General
4. Configure your e-mail details on Mail tab.

OK, it's more clear; and the SMTP configuration is done with the email server @IP.
I also build some alarms, but I don"t receive any email.
How to check this through some logs ?
The error message is " cannot login root@<email_server@ip> "
Look at /var/log/vmware/vmware-vpx/vpxd.log to check out whether it contains entries regarding the SMTP issue.
Inside the VM VCSA Shell, this path doesn't exist :
/var/log/vmware/vmware-vpx
I just have /var/log/vmware
and /var/log/vmware/vpxd too
Check if that KB fit's your issue
But i find :
/storage/log/vmware/vpxd/vpxd.log
(after updatedb and locate)
