Reserving Large Memory on VMs vs. HA Admission Control

Which setting has precedence over the other?

If I Reserve Memory on multiple VMs does it override HA Admission control?

In other words, if Cluster Settings, vSphere HA, Admission Control, Disable: Allow VM power on operations that violate availability constraints set.  Will there still be an issue if Reserving Memory settings exhaust available resources?

If none of the hosts in the cluster can satisfy the memory demand, the VM will simply not power on.
