Remove host from vCenter greyed out

We're on vCenter 6.7u3, hosts are the same. I'm attempting to remove 2 hosts from my vCenter, but the "remove from inventory" option is greyed out. The hosts are in maintenance mode and I removed the kernel adapters, removed the hosts from the vDS, and also tried making sure the hosts aren't showing any iscsi paths to storage. Nothing I've tried has made the "remove from inventory" option available. Has anyone encountered this and what was the solution? The only posts I've read with similar issues indicated rebooting the vCenter appliance as the solution, but that isn't an option for me in this case.

Are you able to disconnect the host from vCenter, then remove from inventory?

Disconnect is not greyed out, so that should be an option. However, if I disconnect and then remove the host, the host does not recognize that it's been removed. That is, I'll have to do a fresh install of ESXi in order to repurpose it. I'm trying to avoid doing that, and also trying to understand what exactly is preventing me from being able to remove it.

Found a similar post mentioning that it's a possible bug in 6.7U3.

You wouldn't have to re-install to re-purpose. You could simply add it to the new vCenter, if that's what you end game for the host it. You could log into the host's WebGUI and attempt to disconnect it from the host's end or PowerCLI with the Remove-VMHost cmdlet. If these fail too and you can't reboot the VCSA, options are extremely limited if it is, in fact, a bug. From a decommissioning perspective, it seems like you did it cleanly.
