Privileges for Tags in vSphere 5.1

I was wondering what privileges are required so a role will include the ability to assign Tags/Categories.  I have tried some obvious privileges but my tag/category section in the web client is still blank.  Also, is there a way to segregate between assigning/creating/deleteing, etc.?

Thank you but I checked the two he had listed and do not see them in my list of available privileges.  Plus, according to his response, those apply to custom attributes, not Tags.  I'm looking for a combination of Privileges needed to assign tags but not create/delete/edit them.
