Powering On: Permission to perform this operation was denied

I have a team with limited permissions that cannot power on a VM from a completely shutdown state.  Here are their permissions, but what am I missing??

• Assign or Unassign vSphere Tag on Object

Network

• Assign network

• Migrate powered off virtual machine

• Migrate powered on virtual machine

Virtual machine

• Configure CD media
• Connect devices
• Console interaction
• Power off
• Power on
• Reset

• Snapshot management
• Create snapshot
• Remove snapshot
• Rename snapshot
• Revert to snapshot

Power on a virtual machine	On the data center in which the virtual machine is deployed: Virtual machine.Interaction.Power On	Virtual Machine Power User or Administrator
