I have install in my lab an VCSA 6.5 and the status of VMware Tools is "Not running (3rd-party/Independent)".
When I run "systemctl status vmtoolsd.service" this is the output.
vmtoolsd.service - Service for virtual machines hosted on VMware
Loaded: loaded (/usr/lib/systemd/system/vmtoolsd.service; enabled; vendor preset: enabled)
Active: inactive (dead)
Condition: start condition failed at Thu 2017-05-04 22:47:10 WEST; 17min ago
ConditionVirtualization=vmware was not met

This lab appliance is installed in one Host with ESXi 5.5 update 3.
Does this behavior happen to anyone else?

Just speaking from a VMware Workstation 12.5.x/Fusion 8.x experience:
Yes, I have had come across wherein the vmtoolsd failed to start up on some Linux guest VMs.
You may also want to check if other components of the VMware Tools are ok. For example, you can check if the VMware SVGA 3D graphics driver is running.
lsmod | grep vmwgfx
What I had to do was to re-install the VMware Tools. For whatever it is worth, I don't use the open-vm-tools method. I extract the tar file and execute the vmware-install.pl script.
The vmtoolsd needs to be running in order for certain functions to work. Examples, at least for Fusion/Workstation VMs, are the shared folders, copy/paste between guest and host.
