Moving an ESXi host with vDS from one VC to another, does it require all VMs shutdown if EVC mode of the new cluster is as the same as the old cluster?

Step 4: Check if the vCenter Server cluster is configured with EVC or not. If the destination vCenter Server is configured with EVC, all virtual machines must be powered off while adding the host to new vCenter Server.

Question is:

If the EVC mode of the new cluster is exactly the same as the old cluster, does it still require to shutdown all VMs?  Thanks in advance.
