Management IP address restart

can we restart management network of blade server and it will not effect running VMs on said blade server?

You mean Blade servers management ip address? Or whole network range?

If the VMs are reside on different IP subnet and gateway of management network would be better.

For my observation, it will not impact any VMs. But careful to your shared storage (Datastore) not on the same as management network subnet.
