I have two vcsa in linked mode. The partnership/replication was all good when they were under 6.7. After upgrading one of the nodes to 7.0, the partnership is broken, looks it no longer has a valid agreement in between the upgraded node (7.0) and the not-yet-upgraded node (6.7). And when I try to upgrade the another node to 7.0, it complains "VMDir Replication between partners is not working" then stops, when I did a showpartners cmdlet, they can still see each other but the status available is at "No":

Unfortunately, I think you will need to contact VMware technical support to fix the replication.
You were right about it. It turned out that the published commands to validate the partnership and replications just aren't enough to reveal the hidden problem. And there were problems with trust. A case was opened with VMware and I need to say their top tier support was awesome, knowledgeable and dedicated to fix the issue. In case somebody else is having the similar issue, may have to reach out to the support to get this fixed. The tools / scripts they use to have this fixed aren't available publicly.
