HA doesn't restart VMs

So, I have this 2 node cluster with HA enable, default configuration (I only enable it in the cluster configuration tab). When I started my "testing" phase with the environment, one of the procedures is to connect to the iLO interface (HPE Servers) and do a hard power off (unplug the power cable) then see if HA correctly restart the living testing VM into the other host. Sadly, this didn't happened at all, the VM stays on the "failed" host and HA service don't show any message at all, it's like the service isn't configured at all.

Any thoughts? Or am I doing something wrong?

Just to rule this out. Can you confirm that the VMs are stored on shared storage, that's accessible to both hosts, and no local resources are attached to the VMs?

Yes, the VMs are stored on a shared storage and I can do manual live vMotions between both hosts with no issues.

Please repeat the test with Admission Control (temporarily) disabled, and also run a "Reconfigure for HA" on both hosts to ensure HA is properly configured, prior to doing the test.
