Error to Add VM to Vcenter

I'm trying to add the VM to Vcenter but when I tryied I received the error.

ERRO: "cannot be changed to vSphere 7 Standard. The license limit of 2 cpu Package:32 core is not sufficient for the current usage of 0."

Have one receved this error before?
This error is about Vcenter issue or VM issue?

it could be for VM configuration, for Example this VM need more CPU than your License on Vcenter.
