ESXi not completing Autostart

Running ESXi 6.7.

I've had some issues with Autostarting some VMs.  There's only 4 machine set to start.  But the last couple of restarts (power outages coupled with a UPS that needs replacing) have led to only 2 machines starting.

And the Recent tasks at the point shows this:

Any ideas why the autostart give up the ghost part way through.

you mean to say HA not working

When booting the system, the autostart process only starts 2 of the 4 VMs flagged for autostart and then stalls showing it not completing in the task log.
