Creating New VMware User accounts

I know it may be a simple task but I have having a hard time creating new VMware users when logged into VCenter using the vSphere Client. Can anyone assist?

Thanks for you replies guys. I was able to get the new Vcenter users added via SSH and using the command adduser -m. It looks like this instance of Vcenter is busted so the user/group tab was missing from the Vsphere client.
