Can i assign physical Cores to a VM.

Yes, you configure CPU Affinity for VMs. However, keep in mind that doing so will limit vSphere's options for resource scheduling.

I have read that

Setting CPU affinity on a VM will probably cause performance to degrade and make the VM much harder to manage.

Also CPU affinity prevents VMotion, it does not prevent HA failover. A VM with CPU affinity will be started on one of the other hosts in the HA cluster and will retain its CPU affinity settings on the new host.
