Content Library Permissions for "clone to template in Library"

Hi,

a group of VM admins has role "virtual machine power user" attached to their VM folder and a global permission for the use of content libraries. The VM admins can see the content libraries. But in VM's context menu "Clone to template in Library" is greyed out. "Clone to template" works. What permissions are also needed?

User should have "vApp.Export" privilege to Perform "Export OVF Template" and "Clone to Template in Library" operations.
