Compliance Status in Update Manager window

I have several patches (Meltdown, Spectre, Foreshadow) to apply to this ESXi 6.5 host. In host > Update Manager windows, I went through Stage Patches and selected all patches in all baselines. After the staging is done, Some of the patches still have Compliance Status = Missing instead of Staged. My question is: if a patch is obsoleted by a newer patch, will the obsoleted patch shows Missing under Compliance Status even after I've attempted to stage it?

Have you found the solution for this one?  I am having the exact same issue with 6.7.  I am attempting to stage the patch from last month, Feb, and it stages as "missing".  When I create the support baseline I add the rollup and the security update that was released 02/23/21 and the security update stages, but the roll up shows up as missing.  When I stand up an test VCSA and esxi host and perform the exact same steps, the rollup patch will stage.  I am at a loss.  Thanks
