Cant access certificate management from HTML5 UI

I am running vCenter Server for Windows 6.7U1 with embedded PSC on Windows Server 2016.

Login to certificate management from HTML5 ui fails with message "Invalid server IP/FQDN, or credentials"

All the information I typed in is correct. I tried restarting the server but the error persists.

Here are the browser console logs:

/ui/certificate-ui/ctrl/vecs/login:1 Failed to load resource: the server responded with a status of 401 ()

I would be happy to provide other relevant logs if someone can point me to them.

I'm not sure which service is responsible for the certificate manager, but I noticed the vmcad service is missing from my installation.

I ran the certificate-manager tool from the console and chose option 7 to "revert last performed operation by re-publishing old certificates".

After that I can access the certificate manager from the HTML5 ui again.
