Can't add host to cluster for HA

I have a vSphere Essentials Plus license which comes bundled with HA I can't add the host to the cluster that I created. You need a cluster in order for HA to work. When I try to add the host it is asking for a DRS license. How am I supposed to get  HA to work if I can't add the host to the cluster?

Make sure you disable DRS on the cluster if you don't own DRS. HA and DRS are two separate features.
