Can customize "New Virtual Machine" Wizard?

For example, I want "Thin provision" option is not available when they deploy new VM.

I'm not aware of a way to modify the default settings, nor to remove options fom the GUI.

As an alternative to the GUI, you could take a look at the Orchestrator and create a Workflow, or provide templates from which the users can create new VMs.
