Are changes made directly to an ESXi host synchronized in vCenter?

Are any and all changes made to an individual ESXi host automatically synchronized to vCenter?

If anyone knows of a good document detailing how this works I'd appreciate that

Changes on the host may not propagate to vCenter automatically. Depending on what you change, you may need to re-synchronize (e.g. retstart the management agents, rescan the storage after creating a datastore, ...) from the vCenter side.

Is there any reference out that that gives more detail? I am mostly wondering because of the vMA, and trying to determine which commands should be run right on a host vs. via vCenter.
