Alarm trigger time always in UTC

I have configured some alarm definitions in our datacenter with vSphere Client (Version 7.0.1, Build 16858589). vSphere has been configured to sync with an NTP server and all time settings are good and set to UTC+8. However, when we receive email alerts, the trigger time indicated is always in UTC. I read a KB article Alarm Trigger Time in HTML5 Client is not localizing based on Time Zone (66803) <https://kb.vmware.com/s/article/66803> that says it is a known issue: "This is a known issue affecting the vSphere HTML5 Client for vCenter Server 6.5 & 6.7" with a resolution "VMware is aware of this issue and working to resolve it in a future Release/Patch". I followed the workaround but still experiencing the same issue. I also tried editing the TimeZoneSpec parameter in submit.cf and sendmail.cf but the result is still the same. Is there any way to fix this? TIA
