Hello,

I understood that Admission Control helps in identifying overbooking in the cluster environment.

It shows a warning based on the capacity of the existing assets or what you set in the percentages.

However, does it not prevent when the creation of new VMs is over limit?

No, Admission Control is an HA sub-feature. HA has no hand in whether users are allowed to create VMs of a certain size. It comes into play when they attempt to power it on. Please see the documentation here.
