You cannot. VAMI does not support RBAC in that way. Only root will have access.
neither if I joined users to the root group?
Why would you want to do this?

There's no other real reason to do this. Root permissions are for root, not for another account. VAMI is only meant for specific administrative tasks, not for general users to access.
