Admin to VM Can't Change Network Connection

Have added a user's domain account to a VM's Permissions tab and assigned it the Administrator role.  However, Edit Settings>Network adapter 1>Network Connection is grayed out.  Even adding the permission at the host level didn't help.  We don't want to give certain users admin rights throughout VCenter but don't mind them having this permission on specific VMs that they directly manage.  Any idea why this is happening?

you got to also add permissions on Networking inventory for those portgroups for which you want end user to be able to connect vNICs, try that and I am sure you will get what you want.

I went to Networking Inventory as you suggested and added the user as a Network Administrator.  He can change the VLAN setting in the VMs he has explicit Admin permissions on but the side effect is that he can now see ALL of the VMs in vSphere.  Please let me know if there's a better way to do this (i.e. he can only see the VMs for which we gave him permissions to).  Thanks in advance!
