As we knew, VMware has DRS function for Host resourse and Storage.
Why VMware doesn't develop network DRS or vMotion(not mean vSS to vDS)
If ESXi host'network usage is having heavy loading,why not just use this function to balance network resource.
This is my little thought. Welcome to discuss about it

I guess it might be one of future features of VMware NSX.
If you have heavy load on switch you can use NIOC vSphere Network I/O Control.

There's already something like this in place. It's called Load Based Teaming (LBT) or Route Based on Physical NIC Load. It's only available on vDS which means you have to be licensed for Enterprise Plus. If vmnic usage is above 75% for 30 seconds, it will re-pin vmkernel ports or VMs to vmnics that are less used.

Do VMs change to another host? Or just have some load balancing policies between vmnics in the same host?
