I don't think so - I believe Workstation (and all VMware products, for that matter) only run on NT-based versions of windows - NT, 2000, XP, Vista, etc. ME is a dos-based version of Windows and doesn't support services the way NT et al do.
No, you cannot. All VMware products require the NT kernel - Win2000 and above for current products, I believe.
I already posted this on another topic but...
I once had a similar problem and just found it was because I renamed the setup file...I reverted it to the original name "setup.exe" and it worked.
