From the log it looks like the Windows 11 host has Hyper-V enabled

Without Hyper-V on the host, Monitor Mode should show CPL0. ULM means it is using Windows Hypervisor API. CPL0 means Workstation is using ring 0 Intel VT-x. Performance of VM should be much better with ring 0 Intel VT-x.
