Windows 10 UTF-8 + vmware = dictionary problem

vmware 15.0.2 build-10952284

can anyone else reproduce it? only happens when UTF-8 enabled in windows 10 AND if vm is using real partition disk instead of image file

To help us to debug the issues, could you pls help to provide following information:

    1. WS build
    2. Host OS, Guest OS information
    3. Detailed steps about how to reproduce this issue
    4. ui log (should be under %TEMP%, you can get detailed log location under "Help > About VMware Workstation > UI log file ")
    5. vm related log file (vmware.log), you can get the vm log file location by choosing the VM within VM library, then check "Help -> support -> collect support Data-> VM"
    6. if there is a vm crash, there should be also *.dmp, *.corez file under the same location as vm log file, pls collect them as well

1. 15.0.3 build-12422535

2. Host Microsoft Windows [Version 10.0.17763.379], guest not even started

3. enable UTF-8 beta in windows; create vm guest, add host partition(s) to vm, try to start up the guest by using "start up guest"

4. see attachment

5. no vmware .log generated (guest not even started)

6. no crash, no dmp
