Why is there no option to install MAC OS VM on Workstation Pro?

It's likely due to Apple's EULA which allows MacOS installation only on Apple branded hardware.

Apple's EULA requires running MacOS on Apple-branded hardware.  There's no legal option to do otherwise.

And also note that VMware is very hesitant to allow things that are not allowed by Apple's macOS EULA. Matters not if it would "work" or not.
