Why i can't install Hyper-V in Windows Server 2019?

I was started using windows server 2019 by VMWARE workstation Pro 16 in 2 Days. But I can't install Hyper-V & active Directory.

I was tried turn on "Virtualize Intel VT-x/EPT or AMD-V/RVI" of "Virtual Machine" setting on VMWare, maybe ISO file error or do I simply miss a step? Can everyone explain me for this, tks u so much
